European Works Council Directive

The purpose of the European Works Council Directive 2009 is to establish the right of employees in multinational companies operating in the EU and EEA to be informed and consulted at transnational level through an EWC.

In essence, the EWC Directive guarantees employees in multinationals a structured way to be informed and consulted on cross-border company decisions.

The European Union has adopted revised European Works Council rules through Directive (EU) 2025/2450. The amendment strengthens transnational information and consultation, clarifies confidentiality and introduces more detailed requirements for EWC agreements, resources and enforcement.

Most revised rules apply from January 2, 2029. Certain provisions concerning exemptions and agreement adaptation apply earlier, from January 2, 2028.
